According to Paine, what is the difference between society and Government?

Society, as per Paine, society was anything excellent and constructive that citizens typically join together and accomplish. The Government was an institution, and its sole role and purpose were protecting people from their own vices. The Government was to keep people only from indulging their vice while society fostered the fulfillment of their desires. Paine described the Government as a “necessary being evil” and existed to offer people a good structure for them to work together to prosper and solve problems.
